So, Motorola claims to have released KitKat for RAZR MAXX a long time ago. Where is it?
There are some apps that require the internet as a pass-through, others can print wifi-direct, USB, and Bluetooth.
PrinterShare™ Mobile Print - Android Apps on Google Play
I used AirPrint when I had no internet and only a router to printer wifi connection.

I used this now instead of the stock printer app.

HP ePrint - Android Apps on Google Play
The site says your 8600 is capable of ePrint.
So, there are a few ways to make this work both with and without Internet access.

DROID RAZR MAXX
This device will remain on Android 4.1.2 (Jelly Bean)
KK was never released in stock form.
What is "stock form"?
And, does that mean 4.1.2 forever?
Well, stock 4.1.2 is official. There were some folks that had come out with newer versions of Android for the XT912M, but they were not legitimate, nor were they covered by the manufacturer, in other words, they were not designed for use on the Razr Maxx.
4.1.2 forever means that there will never be an update for the Razr Maxx ever again. It will remain, unchanged, forever and ever, on 4.1.2.
