Provided there isn't a video app installed on the smartphone like Skype etc. that may over ride the mobile data setting, and the app setting has to be configured as well? Also with text messaging? Turning off mobile data off on some smartphones still lets in text with attachments. I'd do a little more homework.
Disabled data roaming.
If you have wifi access where you are going, install Hangouts, Hangouts dialer add-in and you can make wifi calls to the US for free.
