I cannot call out but I can text. Also, cannot answer an incoming call fast enough before it disconnects.
Have you tried reseating the SIM card? In other words, turn off the phone, remove the SIM card (be careful not to touch the gold contacts), wait a few minutes, then reinsert the SM card, power the phone on, and allow it a minute or two to establish a fresh network connection.
