i have a pre pay 3g account , i got a 4g pre pay phone that the sim card has already been activated. will a net 10 universal sim card allow me to activate new phone on verizon?

You need a Verizon SIM card, available at corporate stores and by calling customer service.

is there anywhere else to get one...i live in a really small town and there is no corp store around?

No...it MUST be a Verizon SIM. You might be able to buy one at an authorized retail store.
