I have an LG 3 and it keeps acting like it is trying to power on or off then goes to blank screen. I have tried to power it down but won't let me. It doesn't let me to my home screen.

Try taking the battery out for a few minutes. Then replace battery and rear cover. That will allow you to reboot again if the phone was just frozen and tell us if it begins to do the same thing again.
