Why is the signal strength so poor near the corner of Benson and 13th

I live in Upland across the street from the police station.  I mostly get 1x or 3g with an occasional one bar of 4 g, never more bars.  If I go 3 blocks north I get 3 bars.  My jetpack struggles at these levels.  I get the same readings on a 4 of my devices.  Why can I get a better signal since I live less than 2 miles from 3 towers?
