Carrier Update iPhone

I have been ignoring the carrier update messages on my phone until I figured that they were safe.  This morning, out of habit, I hit ignore rather than updating.  Since then I haven't gotten the message AND I can't access the internet via my phone.  How can I go ahead and update the carrier settings on my phone without the pop-up message?
