If I temporarily suspend service (moving to central america), will i still be able to imessage over wifi? If not, can i imessage with my icloud id over wifi? Also, WhatsApp connects users via phone number. Will my whatsapp still work?

Yes. You can still use wifi for imessage, with your Apple ID, rather than phone number. You can email, FaceTime and use other apps over wifi as well.
