I bought a phone to replace my broken one but the one I bought takes a sim card so I'm trying to find out if I can transfer my account to the old sim card

By 'old sim card', do you mean that your old phone uses a SIM card? If so, and it's the same size as used by the new phone, you can just move the SIM card to the new phone. If your old phone doesn't use a SIM card or if it's a different size than the new phone uses, you'll need a new SIM card; they're free at your local Corporate VzW store or by contacting Customer Service.

You'll need a new SIM card; as noted earlier, they're free at your local Corporate VzW store or by contacting Customer Service (although if you contact Customer Service, they may charge you for shipping). Also, it sounds like you purchased the phone from an individual? If so, did you ensure that it's VzW branded with a clean ESN?
Yes both old and new are Verizon phones. The old phone is an LG Optimus
Exceed 2 and the new phone is a Samsung Galaxy S4.
