Iphone 5S storage issue

My sons phone says he does not have enough of the free storage given even though he has nothing on there. He can't even download an upgrade. So I purchased additional storage for .99/ a month and it went to iCloud storage. So when he tries to download an APP it STILL says he does not have enough storage!!! He rebooted and still same issue. What is going on? I paid for extra storage and still nothing can be downloaded.

The iCloud storage actually doesn't assist with on-device memory (aka space). It simply backups up pics,etc.

Have him try the following: See how much storage you've used on your iPhone, iPad, and iPod touch - Apple Support

You would be surprised how much Messages take up on a device. If the user never deletes message threads the size of all of the message can be astronomical. e.g. with so many photos sent etc.

He can also try to plug it into iTunes, which doesn't require as much available memory for the Software Update.
