I turn WiFi on in settings and it says turning WiFi on, then goes black. If I turn the phone off then back on, it connects to WiFi.
When it is not connected, the phones says not in range.
I'm having the exact same issue with mine and my wife's phone

I have the Droid Maxx. Software is up to date. I have been having trouble
with WiFi for about a week. Won't connect to any network. I can turn the
phone off and back on and WiFi connects. When connected, I can turn WiFi
off, wait 30 seconds, and it says turning on but won't turn on. Less than
30 seconds will connect. Tried in safe mode, same thing. Pulled the sim
card and back in, same thing.

I have found a simple fix I hope. I put my phone in airplane mode and back
off. WiFi came back on and connected when I left the office and came back
in range to the router in the office.
I may have a solution. Turn on airplane mode and back off. Seemed to have
worked for me.
