It will receive texts, send/receive calls, emails, internet just fine. Just will not send a text until I walk out of the building.

Using the stock messaging app that came installed. Connected to wifi, cell service shows 2 bars. When trying to send a message there is an icon that pops up.(stop sign with exclamation point and two arrows)
Message will send when I walk out of the building. All other cellular functions and internet functions work fine within the building.
bizGraphics, thanks for those details. These clues really help. Is Mobile Data enabled on in Settings when you leave your workplace building? It sounds like data is disabled when you leave the building and you lose your Wi-Fi connection. As a result, you're unable to send text messages. Make sure that Mobile Data is enabled on and try to send a test text message.
