Jumping screen

Today the screen on my phone started jumping.

I've turned the phone on and off and that is the extent of my tech abilities! Please help!

Also, something is wrong with my Google play store when I click on it it just is a blank screen. When my phone wanted to update a week or so ago I couldn't.
