I've been trying to turn on my data on since the IOS9 got updated but it's not working it always turns off by itself this is really frustrating please someone help me
Try:
Settings - Reset - Reset Network Settings
I did that 100 times and still not working

I am seeing several reports of cellular data not working after upgrade to iOS 9. Unfortunately , no real solutions have been posted yet that I can see that you have not already done, short of full erase and reinstall.
