Droid Razor HD won't allow me to navigate between apps, screen locked

The navigation, back "buttons" that normally appear at the bottom of the screen are no longer visible.  So when I reboot and open email, I cannot get out of email without rebooting.  I have uninstalled, stopped and clear the cache of numerous apps in hopes of solving the problem, but no luck.

When did this problem begin?  Had you recently updated your device software or installed any new applications just before this problem began?  What is the current software version of your device: http://vz.to/1zvOOuV?  Please try soft resetting your device (Alternate Method) http://vz.to/1zvOOuV and let me know if the problem persists.
