Phone function Unavailable? ?

Today my Samsung Galaxy S5 would not allow me to access the phone funtion. Each time I tried to access the phone the usual Dial screen Appeared, but was quickly replaced with a message saying: "Contacts Temporarily Unavailable". The screen immediately reverted back to the Apps menue. I am unable to make any out going calls nor see my missed calls

or make any out going calls. Please Help. And, YES, the bill is paid.! Any ideas, PLEASE?

Making calls is the most essential feature of your phone Craig. Let’s get to the bottom of this issue and find ways to resolve. I understand that this issue started today, did issue start after updating/installing any particular application/software? Have you tried powering the phone off/on and test? Are you able to receive calls? What is your ZIP code?
