iPhone 6+ extremely slow cellular data

Cellular data running at 0.08Mbps Upload / 0.15Mbps Download

I have already:

1) Reset Network Settings

2) Reset All Settings

3) Restored to Factory / Restored from Backup

4) Toggled Cellular Data

5) Shut phone all the way down and restarted

6) Removed SIM card and reinserted after 1 minute

wifi speed is ok at 8.95Mbps download / 4.41Mbps upload but celluar data is unuseable

What is showing on the top left of phone when uou are not in wifi? How much signal and what type of connection. When you to a different area, does your speed change?

What at is your setting on settings-cellular for LTE? Make sure it is data or voice and data
