They are all unlocked all 4G phones are required by regulation. Didn't matter if you are on a old or new plan.
But I thought unlocked phones you can removed factory installed software/programs
That a negative. Those are boot loaders which are different than unlocks. No preloaded software can be removed no matter where in the world.
