Will I be charged for data usage while connected to Wi-fi?

Recently switched from iPhone to android. When out of country it was easy to avoid charges with iPhone using imessage when connected to WiFi. With android I was wondering if I will be charged roaming fees or data usage to text message WHILE connected to WiFi?

No you wouldn't be charged extra for messaging as long as you're using wifi and your network cellular/data connections are set to be off.

I would suggest keeping the phone in Airplane mode to ensure that you are only using wifi and not roaming in any way.
