I just got the Ota for the 5.1.1 on my Nexus 7 and it restarted, showed Google then goes to the Android lying down with the no command words on the bottom. Seems something wrong with the update.

Well that certainly is odd! Let's get you back up & going. Is your device still stuck on that screen? Are you able to access any menus in your phone? Did you get any sort of error message when you were processing the software update?
