Cannot play purchased music unless connected to wifi or cellular

I'm very frustrated.  I purchased an Iphone 6 a few weeks ago, and I'm only able to listen to my purchased music on wifi or cellular, unless they are marked to make available offline.  Nobody else has this issue in my family.  What can I do to fix this very annoying problem?

As an avid music listener myself I know how frustrating it is to not be able to access my favorite songs.  To confirm, when you sayy ou purcahsed the music, what location is it purchased from?  What application do you use to listen to your music?
