device is locked-up; not able to shut down by pressing volume and power. How do I unlock?

The manufacture’s forced restart process is done by pressing and holding both the Power and Volume Up and Volume Down keys at the same time for up to 45 seconds. If this does not restart it, then the only other suggestion is to wait for the battery to run down.
