Voicemails are not being received by one contact

I have called and left dozens and dozens of voicemail messages for a friend of mine, and she is not receiving ANY of them. She sees that I have called, but there is no notification of a voicemail, and, no voicemail. She is receiving voice mail from others, just not from me. I have left voice mail for others without issue. I have an iphone 6s plus, she has a 6s. This issue started when we both had older phones, and keeps happening with new devices.

I have tried:

turning off bluetooth

making sure my phone was not plugged into a charger, or AUX device

powering my phone on and off

using the SLYDIAL app - still no messages

When I call, I get her voicemail. tonight I talked until I got the "you have reached the maximum time", and chose to send my message as "URGENT". Still no message was received.

PLEASE HELP!!!!!!

This started happening a couple of months ago. It was an occasional message, but now she is not receiving any messages from me. She is also a VZW customer. I am in zip code 01077. She is in zip code 01450. However, we are not necessarily calling from these zip codes. And for some background - for over a decade, we have been leaving each other several voice mail messages a day. We have driven through many service areas over the years, and this has never been a problem. She is receiving voicemail messages from every other caller, I am the only one she is not receiving messages from.

That background information is helpful Blussier68. We definitely need to make sure that we can keep you guys connected then. Let's try out a few things here. Please try to delete her contact information from the phone and then power cycle, and re-add. Test and keep us posted.
