As far as Verizon goes, there is a recorded message that you would receive when trying to call the party: "Welcome to Verizon Wireless. The number you were trying to reach has calling restrictions which have prevented the completion of your call". For a text, it would be a text from VZW: "You cannot send messages to the destination that is blocked by the owner."
