If I opened a technical support issues with data and the ticket was closed and not resolved what can I do?

I recently contacted technical support for a data connection problem with my iPhone 5s. I am not able to get to technical support because they want me to pay my plan when it's paid. I got a ticket number and it says it was resolved but I am still having same issue. Can anyone give me another option to chat with technical support even?
