Messages + not working on S6 Edge while overseas

I am overseas and have two phones. An old iphone 4s and a Galaxy s6 Edge which is my primary phone.

Verizon Message + does not work properly on the S6 Edge while overseas. This is under wifi since. One problem is that +31 showed up on the numbers when I replied to a text message. This resulted in the message not being received. Then it stopped working altogether. This happens when I have data off, airplane mode on with wi-fi on, and all settings. Messages does work on the iphone 4s I have.

Is there a solution? I am aware that you can check it online and am not interested in doing that every day.
