I am unable to add TravelPass to my account because of I have unlimited data. Why is Verizon Wireless requiring me to change my overall plan just to add this service to it?
Because giving international unlimited data is financial suicide for Verizon. You can still add the monthly international plan.
Any plan change to an unlimited data plan account will require the removal of that unlimited data plan.
If you're traveling, best to get a SIM from the local carrier and install it into a hotspot, then tether your phone to it.

I've already looked into those. All of the international plans that are available to me are basically useless. I'm starting to feel like Verizon is making every attempt to punish me for having an older plan. I know they don't want anyone on unlimited data plans anymore but making those legacy customers feel like they are lower than newer customers is unacceptable.
Many newer customers would love your unlimited plan but can't. If it is unacceptable, leave, but you won't because unlimited is hard to give up. You have something that is much better, so no whining.
LIke I said, unlimited international roaming is not economically feasible for Verizon, so they will never offer the Travelpass to unlimited customers.
You must work for Verizon and have nothing better to contribute than to tell people to go pound sand on how they feel their being treated. Customers should not be segregated and singled out because your greed takes over.
I don't understand how someone on a Legacy Plan (a plan that has been retired) who refuses to switch think that they are a good customer. All that shows is that you have been with Verizon long enough to have had that plan.
The fact is simple. You want to keep your old outdated plan, you get whatever benefits Verizon wants to offer to you. If you want something that is offered with a current plan then switch to the current plan. You can't have your cake and eat it too.
I traveled internationally in 2014. I used my Verizon SIM in Switzerland. I got spotty 3G service at best and paid $25 per 100MB. I ended up using between 300 and 400MB. I paid $100 for 2 days. While I was in Slovakia, I used a prepaid SIM that I bought for $9. I was charged approximately 40 cents a day for 200MB. It lasted e 3 weeks. I'll take $9 for 3 weeks instead of $100 for days, Alex.
