Phone activation across multiple devices

I'm totally confused.

I currently have 2 iPhone 6 on two lines on my account.

I have an iPhone 7 coming on Friday.

This is where it gets complicated.

Current state:

James iPhone 6 64GB

Christy iPhone 6 16GB

iPhone 7 ordered against Christy line

Desired state:

James iPhone 7

Christy iPhone 64GB

No Longer used iPhone 16GB

I have no idea of the best way to manage this. This is what I am thinking:

1: Turn off James iPhone 64GB

2: Activate iPhone 7 against James line (Is this possible without first activating it against the line it was purchased for)

3: Turn off Christy iPhone 16GB

4: Activate James iPhone 64GB against Christy line

Will that work?

I have the following concerns

1: Can I activate the iPhone 7 against a different line than it was ordered against

2: If James iPhone 6 64GB is deactivate at step 2, is there going to be some kind of fee to bring it back onto the Christy line?

Any help?

I've never transferred or swapped phones on Verizon before and I don't know if it is as simple as swapping SIM cards or if it is more complicated than that.

It is more simple then you are thinking.

Backup both iPhone 6 devices to iCloud or iTunes whichever you prefer.
Turn off the iPhone 6 (64 GB) and take SIM card out of the phone. Set the SIM off to the side in a safe place. Reboot the phone and factory reset it. Turn off the phone again.
Turn off the iPhone 6 (16 GB) and take the SIM card out and insert into the iPhone 6 (64 GB). Power up the iPhone 64 GB and set it up for "Christy" with their Apple ID and restore from the backup.
Take the iPhone 7 and insert the SIM card that came from the iPhone 6 (64 GB) into it. Turn on the iPhone 7 and set it up for "James" with their Apple D and restore from the their backup.

Ok, thanks, seems like there are multiple options.

Someone else suggested just to activate the new iPhone on the Christy line, and then just swap the sim card with my James iPhone 64GB
