Is it possible to still make/receive phone calls over wifi while a phone plan is suspended?
Not unless you use a different calling application since your mobile number is suspended. For example : Facebook messenger can make/receive calls.
Your number will not work.
You posted this on the 4S forum, which does not support what most say is wifi calling (as opposed to other apps that do VOIP)
