I have a "draw pattern" to unlock my phone but that has been exceeded and I don't know the "backup PIN"
...is there ANY way to retrieve the backup PIN or unlock the phone?

This pattern would be saved and set through your Apple ID. You may want to contact Apple Support directly for any options to remove this lock through your account with them. *Robert
