Activate HD Calling/Advanced calling on your account and phone. The person you are calling also must have it installed and activated on their account and phone. When you call someone, there will be a video camera icon on the screen if they are able to do video calling with you.

You can also use a third party app like Skype, but again, both you and the person you are calling have to be using the same app.
