Error message: could not activate cellular data network

I have a iPhone6+

I am currently in Hong Kong and I purchased 100MB at $25/mo from Verizon 3 days ago. I never was able to get data to work in cellular mode.

I get the message of "could not activate cellular data network; you are not subscribed to a cellular data service". I searched this forum and tried everything they suggested:

Settings->Cellular Data is green ; Cellular Data Options has "Enable LTE = Voice & Data ; Roaming = Voice & Data ; International CDMA is green
turn airplane mode ON and OFF
Setting -> General -> Reset Network Settings
power cycle my iPhone6+

Nothing work.

Any help is appreciated.

I also take out and put back the SIM. Nothing work! HELP!

waidy, we want to keep you connected while you're internationally traveling in Hong Kong. Let's make sure that Airplane Mode is disabled in Settings>Airplane Mode OFF.

Is Wi-Fi enabled on? If so, please disable it in Settings>Wi-Fi OFF. Did you update the device software and carrier settings on your device prior to leaving the U.S.?
