Network Unavailable

When I use Mesage+ for texting, I get an error message that keeps popping up saying " Network unavailable, your message will be sent when network comes back or you're on WiFi" that isn't EXACTLY what it says but that's the gist of the message. Can anyone help?

Are you in a service area?

Are you able to make/receive calls?

Can you use data?

Please try to restart your device while in a strong 4G LTE area. This will update the PRL (Preferred Roaming List).

Also, try turning Roaming on. While in the US this will not incur charges. (Settings>Mobile Networks>Data Roaming Access>Allow Access for All Trips)

You could also try remove the application and then re-attempting to install it.
