Yes, The activation/upgrade fee's are a one time fee and are not creditable unless there is a promotion.

It is a one time fee in the sense that you are charged that "one time" fee each and every time you purchase a phone, so after you purchase a phone you are not charged it again until you purchase another phone.:smileyhappy:
