"Unfortunately, settings has stopped" error when I try to access Settings - accounts - google. How to fix?

Just Factory reset my phone to resolve this issue. I was able to goto settings-accounts-google ONE time and have the google account show its' status.

Second time i tried entering that menu item, got the error again. Didn't install ANYTHING other than the baseline phone setup. What is causing this?

I don't know what's causing it but many S4 owners are starting to talk about it:

There is a workaround that seems to work if you're just trying to remove an extra Gmail account from the phone:

Go to the built-in Gallery app, menu, and then choose settings. Choose the account at the top of the screen. You will be taken to your Google account sync settings. From there you can choose menu where "remove account" is shown. I don't know if it will allow you to delete the account if it is your one and only main account.

It would be great if Verizon could try to work with Google to fix this. I believe the problem has been present for 2 months maybe more.

I suspect it is an OS issue. I checked my S4 and it does the same thing. I don't really access that part of the SETTINGS menu, so, I was unaware that there was a problem.
