new phone number won't let me call out

I just changed my phone number over 4 hours ago.  My phone will not let me call out, telling me I have no money to make calls.  However, I paid $30 yesterday on my old phone.  I signed in here with my new phone number and it shows I paid yesterday.  What on earth?
