rebooted and reset updated to 10.2 and still no portrait mode showing in photo app. Any suggestions?
Portrait mode has not been released yet. It will be in iOS 10.1 likely in October. You can get it if you sign up for beta testing 10.1, but that is the only way to get it now.
You updated to 10.0.2, not 10.2.
