I want my son to be able to use his iPhone while traveling out of the US. I want to limit it's usage to avoid excessive charges. Is there setting for that?
Which iPhone? If iPhone 6 or greater, wifi calling can save lots of international charges.
Also so look at travelpass if going to a supported country, which allows current plan to be used in foreign country for $10/day ($2/day Mexico and Canada)

There's family base but I have no idea if that will work while hes out side of the country.
I agree with weth, utilize wifi as much as possible. If I were you I would suggest turning off his cellular data all together unless he absolutely needs to use his phone.

Turning off the radios with Airplane Mode will prevent any accidental cellular usage.
The other option to consider is getting a prepaid local phone and SIM from the local carrier. The cost of the prepaid SIM card can often be less expensive then the international plans from VZW.
