“200” Amazon gift card

I received the 200 Amazon gift card but it says not redeemable in your region. I called customer service they said they would send another in 5-7 business days that was on Jan 9th so I waited 2 weeks I got nothing. I called again and they said they see it and they and to enter something in the system and they would call me on Monday to make sure I got it. I received no call and no giftcard I waited another 2 weeks I called again yesterday and they said a second giftcard was never issued but they will fix it. Now the gift card that I’m getting is a 100$ dollar one that I maybe can redeem on Feb 14th? How did I loose 100$ in promotion, I activated my home internet on Dec 27th. So I had to wait 2 month to get half the promotion I signed up for? What’s the point of saying the amount of money that they are promoting, because they won’t give that to you.
