Can't Link Services in the App or on the Website

I signed up for 5g Internet, but the router was delivered to the wrong address. I went in person to a Verizon store and was given a new router.

I had previously registered with the My Verizon app. Once I had my router from the store, I started the process to get the router set up and the internet access going. 

Everything was working, when suddenly the app (which had previously worked) told me I wasn't registered, etc. I went back through the process several times (with the app sometimes recognizing my email and saying I was already registered, and sometimes not), but eventually I was registered (again). 

But now the app will not let me link any services.

When I try to enter my order number or account number, I either get an outright error message, or I'm instructed to "Select Verification Option."

If I try to verify using email, it says "DECLINE".

I selected the option to verify "At my US MAIL account billing address". I've waited a week for a letter, and nothing has arrived.

I have tried to link services on both the app and the website. Same result.

I do not intend to be paying for internet service that I cannot use because it will not let me access anything in my account.
