Unreturned Equipment Charge

I received an incorrect charge for two unreturned home internet routers that I shipped back to Verizon in early July. I have the UPS tracking number for one of the routers that shows that it was delivered to the warehouse in Whiteland, Indiana. While I no longer have the second tracking number, I dropped the router off at UPS. I spoke to a Verizon representative today who said that I should go to UPS to get a copy of the tracking number. When I went to UPS, I was informed that they don't keep records for pre-paid boxes like the one that Verizon sent, so I am out of luck there.
I am preparing to file an FCC complaint, but I wanted to first see if there is any other recourse before I do so.
This has been incredibly frustrating, especially because I do not seem to be the only one with this issue based on a quick Google search. Given this practice, I'm seriously considering dropping Verizon after seven years.
