Verizon DSL Internet - slow!

Help!
I have had Verizon DSL internet for over 10 years. It's never been great, but in the last two months it's been awful. Theoretically, the download speed should be about 320mbps. I just measured it, and it's 0.87 mbps.
In the past, turning the Verizon modem/router on and off has restored the speed, at least for a while. Now it doesn't. I talked for an hour or so to a Verizon tech support person a couple weeks ago, and although they tried, they had no solution. They did send me a new modem/router (Actiontek GT784WNV). It's worse with the new modem/router.
Mac Pro, 2012, 8 Gb RAM, running OS 10.12.6 (Sierra)
connected to Verizon modem/router with an ethernet cable (the new one that came two weeks ago)
connected to wall jack by phone wire, about 30 ft. long (this shouldn't matter because it worked much better with the exact same line)
And yes, I understand that speed depends on usage, etc. but my problem is around the clock, not at a particular time of day.
One known issue: The phone line connecting Verizon to my house is 45+ years old. We have had Verizon out twice to change wires because of static on the line. There is still static. The Internet seems worse when it rains. Any thoughts about that?
