Are you referring to getting your My Verizon account set up? Your service first has to be up and running before registering for an account on the My Verizon registration page; otherwise you end up with a guest account and not an actual one. If you signed up on My Verizon too early and it's telling you something about getting the full account experience after your service is active or some such, try registering for a new account as if you'd never done it before. If the system isn't letting you, then someone at Verizon will have to delete your guest account so you can start over.
