Cannot activate new phone

Hi - I can't activate my new phone because my old phone is broken and it won't receive verification text messages from Verizon. I cannot sign into the Verizon website, because despite knowing and entering the correct password the site insists on sending a verification code to my phone, which I can't get.

I understand that being the default method, but I have access to the email that account is tied to. Why can't a verification email be sent? It makes no sense that this is the only way, given that a huge number of people must buy new phones to replace broken or lost ones. There are no options for security questions, emails, alternate numbers etc.

Hey there, we hope that despite the trouble, you're excited to be getting your new phone! If your old phone is still accessible, can you try signing in from that device to get the text verification, and complete the activation? If not, please feel free to reach out and we can help get things activated.

It's accessible and can get iMessages when connected to WiFi. However, it is not receiving SMS messages, only iMessages. But the Verizon text messages are not coming through, so I am assuming they are SMS.
