My iPhone 13 from Asurion will not activate

my phone I just recieved from Asurion will not activate. I has completed its backup and has tried 4 times withno luck to activate. SIM card is in correctly. I can't sign on to Verizon because its keeps sending texts to the phone that isn't activated.

elf we want to help you with getting your service set up on your replacement device. Did you turn off the old device when trying to activate the new device? Are you using the same SIM card as the old device?
