Cannot disable voicemail / customer service

Drastically unhappy about the inability to disable voicemail on my IPHONE 12 mini. I tried talking to an agent which is a nightmare to get through, I finally get through chat, and I am informed that voicemail is a part of the technology and cannot be disabled.

So is this a Verizon issue or an Apple issue because I'm about to have less of one of the two?

I use my phone at work so some work lines forward to it. The theory being I can grab the phone if the counter is busy. But with my phone attached it goes to my phone voicemail too quickly. This can be overcome by simply not having voicemail on my line
