Cannot text photos

I have iPhone X. I have iMessages off. I am unable to send photos in text messages. I have confirmed MMS is enabled. I have reset network settings on the phone. Every 40th try or so, it will send a photo, but in 98% of the cases, it fails. I do not recall the conditions when it works. Really hampering my productivity. Thanks in advance for any help.

I want to make sure that your picture text messages send each time you create one! It is important to make sure that you have a network data connection when you are trying to send a picture or participate in a group text conversation. Wi-Fi will not work for this feature if you are not messaging another iPhone. Here is a link with a setting checklist from Apple: https://support.apple.com/en-us/HT204065
