I keep getting Message Send Failure but messages are going through

On 4/29/2023, I started getting "Message send failure" messages every time I tried to send a pic through text. But, the text and pics are actually going through fine. I get immediate responses from the receiver, and have even tried sending from my personal phone (iPhone 11 Pro, Verizon) to my work phone (iPhone 12, also Verizon). Personal phone gets error message, work phone receives it just fine.

Also on this date, I could no longer receive pictures others send to me via text. Instead, I get a gray box with the image number and a download button that doesn't work.

Does this have anything to do with the most recent iOS upgrade? My personal phone is on version 16.4.1 and my work phone is on 16.3.1.

I found a fix. Go into settings for messages and ensure that MMS messages and send as SMS/MMS on cellular are turned on. If not, recheck those boxes. I had to do this after another prior update on IOS 16. I never turn them off but I had to do this twice now. My settings were turned off again. I may have done the latter while on an overseas trip a few weeks back but I know I had not done that prior to then.

I am having the same problem. I have reset my network settings already and also my phone. No dice. I have not noticed pictures not coming through but on longer messages I keep getting a message failure notice. The bad thing about that is you cannot do anything but try to resend to no avail. There is no way to copy the message and break it up so type have to write a new one. If I break it up it sends. I do not know if this is a Verizon or Apple problem.
