Iphone 14 pro max device unlock issues

I have got apple iphone 14 pro max device on 11/25/22. I have fully paid for the device few days later after speaking with a service representative with the assumption of device gets unlocked in 60 days. Unlock didn't happen after 60 days. I have called around 8 times with no success. Every time, SIM Lock appeal denied with generic message "Your device is scheduled to automatically unlock 60 days after your purchase/activation date". I wasted around 10 hours of my time, and also the valuable time of service professionals. Verizon wireless quality is great, but I am really disappointed with customer service. I have to use the phone on different network due to personal reasons. Is there any escalation email, so these kinds of issues can be addressed.

We're sorry to hear that you're having problems with your iPhone 14 Pro Max unlock. Just to be sure, has your phone also been paid off or have 60 days pased since the activation?

The problem is that Verizon's unlocking policy says you must activate and use the phone for 60 days on Verizon's network before it automatically unlocks. I don't think there is any way to make it happen sooner. If you never used the phone on Verizon, then it's not going to unlock ever.
As for why some users have old Verizon phones which they used some time ago and then the phone unlocked, but then they got a new phone and gave their old phone away or whatever - then the second person who got the old phone suddenly discovers it's locked again...have no idea why that happens.
I'm not a Verizon employee, just another customer trying to help.
