I don't have a Mac so I can't use its texting option with its Message app with my iPhone 12 mini (iOS v16.6).

Yes, there is web access via browser to Verizon's Message+ texting. Log on to your My Verizon account and search for 'text online'.

Thanks! In my logged in https://web.vma.verizon.com/vma/web2/Message.do web page with updated Edge and Firefox web browsers in my updated 64-bit W10 Pro PC, I entered a Google Voice phone # and SMS msg as a test, but its "SEND" button was still gr(a/e)yed out.
How come? Is it related to "iPhone® Users: To make all your messages available in Verizon Messages, turn off iMessage. Otherwise, some of your message may use a messaging program that is only available on iOS and those messages will be unavailable on other devices. Turn off iMessage by going to Settings → Messages on your iPhone and choose OFF. You can turn iMessage back on if you stop using Verizon Messages." warning? I don't want to disable iMessage in my iPhone. I'm OK with this dual setup (Apple & SMS).

Yes. Same problem with disabled iMessage in my iPhone. I noticed a pattern though. I can't compose NEW SMS messages to anyone I type in with a valid USA phone SMS #. I can send if replying to received messages. Pressing my Enter key didn't work too.
Here's what is even more weirder and amusing. I can text my own iPhone ## with new messages! I tried others' phones #s (even old disconnected Verizon's landline #s), and it'll let me send new SMS messages (didn't press send though -- just wanted to see if the send button becomes available). Huh? This isn't making any sense. Does VZW not allow send new SMSes to some #s or something?
I also forgot to mention that I'm under my parents' under my parents' old "The new Verizon Plan Medium 4 GB" family legacy since I'm not the owner who pays the bills, etc. That shouldn't matter, right?
Interesting. I just noticed unsendable phone #'s hover text with my mouse over shows "WRONG_FORMAT". Huh? I tried other sendable phone #s with that same format without any problems.
